Do you live in Israel? 
Are you wondering what to expect regarding taxes and fees if you shop online?

This guide will help you understand the basics that apply to residents  of Israel when shopping online from overseas (yes, even if you're not a citizen, you need to know how your orders will be handled!)

Most of us shop this way to save money, so who wants a tax bill surprise when the order gets here? This post will help you avoid a tax bill (legally, of course!).

Note: the same regulations apply to packages sent from abroad, even if they are gifts!

Here's the rundown (full regulations can be found on the Israel tax authority's site


The current tax exempt limit is $75 USD

When you get a package, the value of your purchase or package will be converted into US Dollars by the tax authority (using the official exchange rate that you can find here: https://www.gov.il/he/service/exchange-rate) to determine if it's subject to tax.

Purchases up to $75/Packages with a declared value up to $75 - no taxes

Purchases or packages with a declared value $75 and up, up to $500 - VAT will apply in most cases (18% currently), and Purchase Tax (variable rates) may apply (purchase tax applies to very few items at this point!), but no customs taxes

Purchases or packages with a declared value over $500 - subject to all taxes (VAT of 18%, Purchase Tax (if applicable), and Customs Tax which varies by category)

Please note that purchases and packages (even gifts) of up to $75 in value will almost automatically be subject to customs clearance fees if they arrive using an EMS service*, and some other types of deliveries may also be charged this fee (it's about 40 shekels right now). If the value of the purchase is higher than $75, the customs clearance fee can be higher as well.


Other fees are often added on by shipping companies, and there is not much oversight on the matter. I once saw a bill that included the following fees: Handling Fee, Import Approval Fee, VAT, Computer Fee, Unloading Fee, Storage Fee. Watch out for these fees from shipping companies/courier services - I recommend you always arrange to get your packages via a service that guarantees your fees have all been prepaid.

Please be aware that the purchase price only (not purchase + shipping) will determine whether an item will be taxed. If it is deemed taxable, all applicable taxes will be calculated on the purchase price + the shipping price. This means that if you order something for $75.01 plus $15 shipping, you will be taxed on the total value of $90.01!

One more important point: If you order multiple orders addressed to the same person, with the same address & phone number listed, from the same seller and they arrive within 72 hours of each other, customs may combine the orders and treat them as one purchase for tax purposes, or they may not. But it is a possibility you should be aware of before you place multiple orders. 

I recommend ordering at least 3 days apart, or ordering with different names and contact info (including the tax ID number you provide for clearing customs).

Note about Amazon orders, when the option to order comes back: you do not have to wait 3 days to place another order. You can order all you want, just keep each individual order below the taxable threshold.

Tracking your item is possible! Often you'll see updates on the website you ordered from. I recommend you create an account on Israel Post - you can see updates there if your order is being processed by them! If your order is stalled for a long time, reach out to the seller and see if they can help you. I've found this to be very effective!

If your order is stuck in customs, or if you feel like you were charged tax by mistake, you will need to file an appeal. The appeal form is on the Meches site: https://www.gov.il/he/service/return-on-personal-import-taxes


Some of these regulations are different from what some people seem to believe, so please refer back to this guide if you are about to place an order and you're not sure what to expect taxwise.

My favorite way to shop - with FREE Shipping and low prices!

I've been shopping a lot online, but you do have to be careful and check prices. Some things really work out to be a great deal, and others really don't save you any money, so I really recommend employing ALL of your smart shopping techniques!

Sometimes, I have one large-ish item I want to get that is close to the free shipping threshold, so I look around for things to add in that are inexpensive and make sense to buy.

Here are some of my favorites:

6 pack of toothbrushes (name brand, even!) with caps, for about the same as ONE of these costs at local stores.

Bic ballpoint pens in large packs for unbelievably low prices.

Citronella candles that often drop in price so they are less expensive than what I find locally

Potholders 

The possibilities are endless, but I really try to order things I need and will definitely use, and I recommend you do the same!

A word about international shipping:

Amazon usually offers free shipping on qualifying items with a minimum $49 order. They give themselves A LOT of time to deliver, but lately, my orders have generally been arriving well ahead of schedule - they seem to be building in a lot of extra delivery time to cover worst case scenarios, but most packages arrive much faster.

Amazon's prices change frequently but they're really great about letting you know if an item in your cart has changed price - so if you found one and deliberated about it, you'll know if something changed when you decide to complete your purchase.

Sometimes free shipping offers disappear, so please check carefully before you order. Just remember - you can avoid VAT and other import fees by ordering at least $49 of qualifying items but staying below the $75 tax threshold for any single order! If you do go over, as you will if you're buying a computer, you will see exactly what you'll pay in taxes at checkout. I only do this if I'm actually buying a product that costs more than $75. And I don't add any other small things to these orders, because once you're over, you're over and you'll pay fees on the entire order.

For smaller purchases, I place separate orders that each total under $75.

If you're in the USA and buying a gift for someone in Israel, please follow those guidelines, too - or be prepared to prepay all taxes and fees. You'll see them before you checkout, so don't worry about surprises (and sometimes it's still worth it to pay taxes! I've ordered my share of taxable items). You will need to enter the recipient's ID number at checkout too, so the package can clear customs, whether or not your order is taxable.

Don't forget these important, basic principles of shopping online from Israel:

  • Keep your order under $75 to avoid paying VAT!!
  • Spread out your orders. If you want to buy more than $75 worth of items from one website, and you have the option of splitting your order - DO IT. BUT don't order more than $75 worth on any given day to the same shipping name/address/ID. If you do, customs may combine your orders and charge you. Give it about 3 days between orders. Best to ship to a different name using a different ID for customs, so you can order it all on the same day.
  • Always look for the free shipping option - usually it's to a pickup spot.

SilverGel - similar products, that are great healing creams for skin, are all Rx only in Israel, and are about the same price or more. If you want to keep a silver based cream handy without needing to prove to your doctor that you need it, stock up at iHerb! AND this product is a shipping saver!

Mederma - this scar reducing cream is widely used in the USA, and is not available, as far as I know in Israel! So ordering from iHerb is a great option. Bonus: it's a shipping saver!
 
Palm Oil (this eco-friendly version is not available in Israel at all, and is perfect for making frosting or vegan fudge)

Magnesium Tablets (these and many other supplements are quite pricey in Israel)

Stash Teas (I buy these when they are on sale, as the sale price comes out to less than the lowest price I can find herbal teas for locally, and these are just SO MUCH HIGHER quality than teas I can find for an affordable price!)

Vitamin D (so many people are deficient, it turns out! And my doctor prescribed a rather high dose, and what's sold here is very low dose and more expensive)

Probiotics are far less expensive from iHerb than any I've found in Israel, and they don't weigh much! Many of these are "shipping savers" - so they'll lower your shipping costs for the whole order if you add them in!

Ricola throat drops (these work out to be only slightly less expensive than the local price, so I use them as a "filler" product, never as my "reason for buying")

Witch Hazel (it's really difficult to find witch hazel products locally, and if you love witch hazel, you'll be thrilled with iherb's price. This one is a toner with alcohol in it - some people like the alcohol in it, but if you don't, they also have plenty of no-alcohol witch hazel products)

Essential Oils (I use them in homemade cleaners) - for a fraction of the price here in Israel! Yes, they are real and natural (and very importantly, not an MLM)!

Soy-free Teriyaki Sauce (for my soy allergic child) - I've never seen this in Israel!

I also regularly check the Specials Page to see if products I use are on sale and work out to a better deal thru iHerb during a sale, and I also occasionally will order a hard-to-find spice.

IHerb: Impressive service!! (my report)

Coffee Filters (unbleached) - I can find the #4 size locally, but I use the #2 size, and can't always find unbleached, and it's so easy to order it, rather than running around town!

Brown Rice Pasta (I only buy these when they're on sale though. Great for people who don't eat wheat! The local equivalent is more expensive unless there's an amazing sale going on)

Grapefruit Seed Extract (similar product, 1/4 of the size, cost more than twice as much at my health food store, and many people are convinced this keeps colds away,!)

Essential Oils (I use them in homemade cleaners) - for a fraction of the price here in Israel! Yes, they are real and natural (and very importantly, not an MLM)!

Soy-free Teriyaki Sauce (for my soy allergic child) - I've never seen this in Israel!

Calendula Cream (so soothing and wonderful for eczema!)

Aquaphor Ointment - impossible to buy locally! When it's not available, you might find CeraVe to be a good alternative.

I also regularly check the Specials Page to see if products I use are on sale and work out to a better deal thru iHerb during a sale, and I also occasionally will order a hard-to-find spice.

Stash Teas (I buy these when they are on sale, as the sale price comes out to less than the lowest price I can find herbal teas for locally, and these are just SO MUCH HIGHER quality than teas I can find for an affordable price!)

Vitamin D (so many people are deficient, it turns out! And my doctor prescribed a rather high dose, and what's sold here is very low dose and more expensive)

Probiotics are far less expensive from iHerb than any I've found in Israel, and they don't weigh much! Many of these are "shipping savers" - so they'll lower your shipping costs for the whole order if you add them in!

EO shower gel (we like this kid friendly all-in-one shower product that doesn't irritate our skin!)

Ricola throat drops (these work out to be only slightly less expensive than the local price, so I use them as a "filler" product, never as my "reason for buying")

Witch Hazel (it's really difficult to find witch hazel products locally, and if you love witch hazel, you'll be thrilled with iherb's price. This one is a toner with alcohol in it - some people like the alcohol in it, but if you don't, they also have plenty of no-alcohol witch hazel products)

Coffee Filters (unbleached) - I can find the #4 size locally, but I use the #2 size, and can't always find unbleached, and it's so easy to order it, rather than running around town!

Brown Rice Pasta (I only buy these when they're on sale though. Great for people who don't eat wheat! The local equivalent is more expensive unless there's an amazing sale going on)

Grapefruit Seed Extract (similar product, 1/4 of the size, cost more than twice as much at my health food store, and many people are convinced this keeps colds away,!)

Essential Oils (I use them in homemade cleaners) - for a fraction of the price here in Israel! Yes, they are real and natural (and very importantly, not an MLM)!

Soy-free Teriyaki Sauce (for my soy allergic child) - I've never seen this in Israel!

Calendula Cream (so soothing and wonderful for eczema!)

Aquaphor Ointment - impossible to buy locally! When it's not available, you might find CeraVe to be a good alternative.

I also regularly check the Specials Page to see if products I use are on sale and work out to a better deal thru iHerb during a sale, and I also occasionally will order a hard-to-find spice.
